Toby heads up the Data function at the Department for Energy Security & Net Zero (DESNZ), where he is responsible for the department’s data models and architectures, governance and strategy and runs the analytical platform. Toby is leading a step-change in DESNZ to make the department more data-driven in its operations, grant delivery, performance reporting and policy-making. Before joining DESNZ, Toby worked at the Ministry of Justice where he created and led the Better Outcomes through Linked Data (BOLD) programme, an innovative data linking programme run jointly between MoJ, DHSC, MHCLG and the Welsh Govt. which has joined up government data from across departments to tackle cross-cutting policy challenges like substance misuse, homelessness and reoffending. Toby is interested in how disparate data sources can be brought together, breaking down organisational boundaries, to answer questions and generate new insight.
