Phil is an experienced and innovative purchasing and supply professional with backgrounds both in buying for and supplying to Government. In his last civil service role, Phil was responsible for HMRC’s £800m per annum IT/Digital Applications spend, took a leading role in the £9.6bn multi-year Technology Sourcing Programmes, and developed and delivered the commercial programme for the £6bn DALAS framework. In private sector roles, Phil has primarily helped small and medium-sized enterprises to grow and mature their Government portfolios, achieving high double-digit percentage revenue increases at both Hippo Digital and Tecknuovo.
