Data Summit
London, United Kingdom
Data is critical to the work of modern government. To help civil servants make the most of the data they collect and help it unlock developments in areas such as artificial intelligence, Global Government Forum is convening data and digital leaders from around the world to share insights on barriers to be overcome and best practice to be shared.
The summit has been developed in partnership with public servants around the world to help them understand how data can power the government of the future, looking at skills and capabilities, and the governance and standards, to make sure the most of data. The summit will also discuss the how governments around the world are using data to drive better policy delivery, and how governments are using data to unlock the benefits of artificial intelligence.

Improving data sharing across the public sector – and making it happen
11:00 am - 12:30 am
Public sector organisations know that they need to improve how data is shared – and key to making progress is both being able to demonstrate the impact of data sharing and building the tools to make it happen.
This session will discuss what good looks like in the development of data sharing, and how leaders can create mature common infrastructure, products and governance that will allow interoperability based on common infrastructure.
We will discuss how to focus on data sharing for better, more personalised services, and what are unlocked by better data sharing, and what capabilities are needed to make data sharing happen more effectively.

12:30 pm - 1:30 pm
The implications of data sovereignty – and how your organisation can treat data as a national asset
1:30 pm - 3:00 pm
In the age of increasing geopolitical uncertainty, governments around the world are increasingly grappling with the idea of sovereignty in digital and data. This refers to the idea that data – such as intellectual property, financial data, or personal information – collected or stored in a particular geographic location, such as a specific country, should be subject to the laws of that location.
This session will explore the implications of data sovereignty in government – and how governments can think about data sovereignty to place better connected public services in the hand of the public.
This conversation will examine how governments have developed their thinking around data sovereignty, the next steps of implementation – and how to understand the trade-offs and the risks of where data is stored.

Building and sustaining digital and data capability and talent in the public sector
3:30 pm - 5:00 pm
Recruiting, developing and retaining digital and data specialists in the public sector remains one of the most persistent challenges facing governments worldwide.
Global Government Forum research into digital capabilities has identified the key foundations for boosting capability in government – from developing an understanding of the skills in government, and what skills are needed, as well as ensuring effective engagement with the private sector.
This session will examine how governments are developing digital capabilities, and how governments can develop skills they need across civil services. We will also discuss the value of defining target workforce percentages for digital and data roles, and how to define the skills and talent pipelines that are needed in different roles in government.
